My Plan for Willowdale

There is certainly a lot of work that needs to be done. If Willowdale gives me the honour of serving them at City Hall, these are the immediate steps I would fight to see implemented in the first year of my term on Toronto City Council.

Priority 1

Improve the Development Process

It is the most consistent problem that residents have communicated at the doors. "What is in it for my neighbourhood" when development happens. When council approves new developments, amenities and infrastructure needs to keep up, and residents need to be informed.

My Commitment

I will explore formalizing the process and establish guidelines of what is reasonable to expect from the City and developers when these decisions are being made, depending on the number of anticipated units.

Priority 2

Restore Minimum Parking Requirements for New Developments

Toronto eliminated or reduced parking space requirements for new developments. As a result, neighbourhoods are seeing an increase in street parking. It worsens gridlock, and makes getting around the city more difficult.

We cannot punish people for driving. Willowdale is a suburban ward, and people need to be able to get around reliably.

My Commitment

I will fight at council to restore the very reasonable minimums for new developments.

Priority 3

Allow Toronto Police to Patrol the TTC and Remove Those Who Use Drugs Openly

In May 2026 the Province announced that cities will get the option to have special constables on transit and to remove those who use drugs openly in or on transit infrastructure.

Now that the Restricting Public Consumption of Illegal Substances Act has taken effect, cities may invoke these new powers. Toronto has not committed to using these removal powers, because the guiding ideology in the Mayor's Office and Toronto Public Health supports more liberal and permissive views on drugs and drug use.

I will bring forward a motion directing transit peace officers to invoke their new powers under The Act:

  • Direct people to stop using illegal drugs on transit (buses, streetcars, subways, trains, stations).
  • Issue tickets/fines.
  • Seize and handle/destroy illegal substances.
  • Remove people who do not comply (and then notify regular police).

The TTC is the most critical piece of transit infrastructure in the country. It absolutely cannot be a space where drugs are consumed openly next to people just trying to get to work and enjoy our city.

Priority 4

Addiction Treatment with an Abstinence-Only Focus

Toronto continues to support "harm reduction" programs that emphasize safe drug consumption. However, without treatment alternatives, any program will ultimately perpetuate the cycle of addiction.

People struggling with substance deserve dignity, support, and legitimate healthcare. Not needles, pipes and other drug paraphernalia. The only model I will support is abstinence. No drugs, no drug-use kits, and redirection towards appropriate supports.

My Commitment

I will introduce a motion in my first year to direct Toronto Shelter and Supportive Services to cease the distribution of "safe-use kits" in all City of Toronto facilities. However, overdose prevention medications, such as naloxone, should still be provided.

Priority 5

Reverse the Councillor Pay Increase

Toronto City Council voted in March 2025 to give themselves a massive pay increase, from $137,537 per year to $170,588 per year. That is a $33,000 increase, or about 24%. Willowdale Councillor Lily Cheng voted FOR this salary increase.

24% is much larger than the rate of inflation. The original salary was still above average in councillor pay compared to other large North American cities.

My Commitment

A motion to reverse this increase will be among the first I bring forward. Reversing this pay increase would save taxpayers roughly $950,000 per year, which needs to go directly towards core city services.
